Hallo
Ich bin gerade gestern von Mafia nach Dar es Salaam zurueckgekehrt. Die Insel ist wunderschoen, die Menschen sehr gastfreundlich, aber...

Ich habe keine Ahnung, wie 3000 Personen nach Mafia transportiert werden koennen. Es fliegen zwei airlines...coastal und tropical. Die Insel hat ein Angebot fuer hoechstens 150 Touristen...dann ist alles ausgebucht. Die Menschen auf Mafia haben groesstenteils grosse Angst, weil sie vermuten, dass die Drogendealer von Dar es Salaam, Sansibar und Arusha eintrudeln werden. Ich habe das Gefuehl, dass die Party yu einem riesenfiasko werden koennte. Niemand ist darauf vorbereitet...falls ihr es Euch noch ueberlegen solltet hinzufahren, wuerde ich davon abraten.

Nach meinen Informationen wird ein Großteil mit Fähren von Dar es Salaam zur Insel transportiert (ca. 4-5 Stunden Fahrt im indischen Ozean). Alternativ kann man fliegen. Beides ist zugesichert und wird entsprechend organisiert. Und für die Unterbringung wird es einen Campingplatz gaben, wie auf jedem großen Festival.
Camping Dates: 27 July - 20 August 2010
Bleibt aber trotzdem zu hoffen, dass alles glatt über die Bühne läuft.

Ausserdem beginnt am 11. August der Ramadan. Die Bewohner der Insel sind noch sehr konservativ. Bitte respektiert dies!!! Habe irgendwie ein ungutes Gefühl...wünsche aber allen die dorthin fahren/fliegen werden ähnliche spannende Erlebnisse, die ich auch auf dieser Insel hatte. Versaut bitte nicht die Einheimischen!!!

Dear Friends,

It is with great regret and disappointment that we wish to inform you of the cancellation of the Mafia Dance Festival. We hereby wish to present to you the reasons for which, despite all our continuous efforts, this event has been cancelled through no fault of our own and for reasons beyond our control.

During the initial stages of liaising with the responsible authorities of Tanzania with respect to organizing the Mafia Dance Festival, the concept and the realization of the event was received with great enthusiasm and was perceived as an excellent means to improve and develop the greater area, and financially strengthen the local community. The local company RUAZA LTD, which was responsible for the entire organization of the Festival, liaised with the local authorities as our collaborator/facilitator on site. The national and local authorities assured RUAZA LTD of straightforward proceedings, and furthermore guaranteed that all the required actions had been taken in order to obtain all requisite permits for the Festival. All necessary documents were signed and all essential actions had been taken to ensure the proper licensing of the Festival.

However, to our grave disappointment, certain ill-willed groups sought to undermine and accuse the invited artists, the organizing committee and even the attendees of the Festival, aiming at presenting to the authorities a false and completely misleading image of the Festival as a decadent and corrupted event.

We are well aware of the identity of the above mentioned groups and the motivation behind their actions therefore, we assure you that we will proceed to take all necessary legal measures against them, should they decide not to compensate us for this unjustified cancellation. Unfortunately, as a result of the ill-intended efforts of the aforementioned groups, extreme racism and xenophobia have been created, and the relevant authorities of Tanzania and particularly the National Art Council (Basata) decided to revoke our local license that had been issued for the Mafia Dance Festival. Following Basata’s decision, the Festival was therefore cancelled due to force majeure and despite all our continuous efforts to the contrary. Basata’s unreasonable and unjust decision, which we publicly denounce has no legal or justifiable basis whatsoever.

At this point, it is important to note that Basata’s unfair and inappropriate decision to cancel the Festival was communicated to us only a few days prior to the commencement of the Festival, a fact that confirms its objectionable behavior and establishes the total lack of respect towards the organizing committee, the artists but most importantly and foremost towards all of you, disrespecting each and everyone of you having made a personal and financial commitment to attend the Festival and visit Tanzania’s beautiful nature and civilization.

We stand before you obliged and with a strong feeling of responsibility towards you, as we can only be thankful for the loyalty you have demonstrated towards our company, the trust you have shown in our projects, and the support of our vision during all these years. Sticking to our principles in honoring our relationship, you can rest assured that we are working towards achieving a fast and satisfactory resolution of this unfortunate situation.

With respect to refunds of prepaid festival tickets a relevant statement will be announced very soon.

Prepaid festival tickets of the 3rd Period are refunded as we speak from the relevant Ambassadors (only face value of the ticket, booking fees will be retained from the Ambassadors).

We are in talks with other festivals that we feel you will be interested in, as Mafia Dance festival goers, about the possibility of swapping your ticket for another festival at a discounted rate or for free. We will be in touch for this as soon as possible.

Customers who have liaised with the Pangea International Tours agent will receive refund as soon as possible, following an official announcement in the next few days and with communication with them (only face value of the services, booking fees will be retained as an admin fee by Pangea)

Customers renting Safari Tents on Mafia Island will be refunded at once.

Customers renting rooms at Butiama Lodge on Mafia Island can keep their booking and visit the lodge if they decide to (please contact Pangea International Tours to confirm your status).

The organizing committee is currently investigating the best way to refund the festival ticket holders. Based on the terms and conditions of the tickets, the Ambassadors are not liable and hold no responsibility with respect to refunds or any further transactions. MAFIA DANCE FESTIVAL – THE DEBACLE UNFOLDS

Unfortunately, having believed I no longer had to comment on the “Mafia Dance Festival” it appears necessary to make a few points clear, even though they have been made earlier (in March) in this blog.

The announcement of the cancellation comes as no surprise.

The “organizers” of the event have never sought official approval for the festival from any government authority in Mafia, which is both a district and a Parliamentary seat (as such various procedures must consequently be followed); had they done so they may have succeeded, as – by doing so – they would have given the local people and authorities the chance to review their plans and proposals as any other project would be as required by law.
No investment has been made in any facilities and services for the “festival” and no plans and details were made available to the authorities in Mafia as to what the organizers had or would put in place. We understand this is one of the main reasons for the Government position.
The event has never been “undermined”. To blame the hoteliers of Mafia is a red herring. In fact several hotels have taken bookings for the proposed festival and will now have trouble re-filling their rooms due to the cancellation and will likely suffer quite substantially as a result. We have refused to take bookings because we knew that no site anywhere near our hotel would be chosen as it is within a marine park that charges US$ 20 per person per day. Where would we get the vehicles to transport people ? And so many other issues and management problems when we would already be busy with other guests (August is a peak season tourism month)
Furthermore no bunch of expatriate hoteliers would have so much influence…the final blow for this “festival” – which was never going to happen anyway – was the decision by local elders to refuse to accommodate a trance music festival during Ramadhan and an election year (elections take place in October, so August will be very busy for local politics).
Yes, it was opposed in principle because no plans were made to care for the visitors who would come to the “festival”. And whether the “organizers” believe it or not we care for the international standing and reputation of Mafia Island and Tanzania and the influences of Western culture on a traditional society. It matters to me what the people think of Europeans and their behaviour, which is not always positive. We asked the Government representatives to request detailed plans from the organizers. Nothing has been forthcoming. In particular we warned that the Government and Tanzania would be blamed for the failire of the event to take place if in fact it was a scam. We also wrote to the EU delegation and Consul for Greece to express our concerns. As it turns out the “organizers” are trying to do just as we expected.
And then there is the issue of common sense – how would you bring 3,000 people to an island that has no facilities, no transport for that number, no piped water supply, no emergency medical services, etc etc…..it is extremely difficult coping with 30 guests in a hotel here, let alone 3,000 ! SO make your own assessment of whether this was ever really going to happen…..
The organiser’s website is now bristling with threats of legal action against….Who ? And for what ? How can you take legal or any other action for something that never was in the first place……they never had Government approval to hold this function and approval was required form the local authority, district authority and regional government BEFORE anything could happen.
So now we see comments on our blog and elsewhere in the rarefied and now heated ether of the internet about “its Africa” and “anything like this is possible” but actually the backers and organizers were NOT Africans and have done this before and in a European country…..so please lets not become xenophobic about Africa, Tanzania or Mafia Island.

I appeal to all parties who have/had an interest in the proposed festival to make careful enquiries and follow-up the facts. Do not be mis-led nor assume that this event was sabotaged. Nor should those of you seeking to obtain refunds accept the loss – force majeure is not a clause that can be applied by the organizers.
